How New York Businesses Can Get EV Chargers Installed for Free Through Con Edison

Electric vehicle charging is no longer optional for forward-thinking businesses in New York. It's a customer amenity, a revenue opportunity, and in many cases, a nearly free upgrade thanks to Con Edison's PowerReady program.

If your business is located in New York City or Westchester County and served by Con Edison, you may qualify for reimbursement of up to 90% of your EV charging infrastructure costs — and if your location falls within a designated Disadvantaged Community (DAC), that number goes up to 100%.
Here's what you need to know.
What Is the Con Edison PowerReady Program?
PowerReady is Con Edison's $613 million EV infrastructure incentive program. It's designed to offset the cost of making a commercial property "charge-ready" — covering the electrical infrastructure needed to support DC fast chargers (DCFC) or Level 2 chargers. That includes conduit, wiring, panels, transformers, trenching, permitting, and engineering design. Importantly, this is not a tax credit or a rebate you wait months to receive — it's a direct reimbursement paid out after installation is verified, typically within 4–6 weeks of project closeout.
What Does It Cover?
The program covers customer-side and utility-side infrastructure costs. What it does not cover is the charger itself, its installation hardware, signage, or maintenance. Think of it as Con Edison paying to bring the power to your chargers and you still buy and own the chargers.
For DC fast chargers (DCFC), the base reimbursement cap is $720 per kW for publicly accessible sites, with bonus incentives available:
Speed Bonus (complete within 6 months): +$90/kW
Load Management Bonus: +$45/kW
High Interconnection Bonus (10+ public plugs): +$225/kW
That puts the maximum potential reimbursement cap at $945+ per kW — meaning a 10-charger, 1,000 kW installation could qualify for over $940,000 in covered costs.

Who Qualifies?
To be eligible, your site must:
Receive electric service from Con Edison (covers all of NYC and Westchester)
Be publicly accessible, or qualify under a non-public tier
Use a Con Edison-approved contractor for all customer-side electrical work
Install chargers that meet EPRI vetted product list and OCPP 2.0.1/ISO 15118 technical standards
Businesses particularly well-suited include restaurants and QSR franchises, retail parking lots, apartment buildings and condos, hotels, office parks, and municipal parking facilities.
What About the DAC 100% Tier?
If your property is located within a New York State Disadvantaged Community, your project may qualify for the 100% reimbursement tier. We check DAC status for every commercial project we quote.
How Does the Application Process Work?
The process has five stages: application, engineering design, program agreement, construction, and verification/payout. The key milestone is signing your Program Agreement. This locks in your incentive rate and starts your construction clock.
As a Con Edison-approved contractor, Homefront Energy manages the entire process on your behalf: site assessment, engineering documents, application submission, construction, and closeout documentation. You approve the work and collect the reimbursement.
One Important Note on Timing
The PowerReady program has a $613M funding pool but is actively approaching its plug limits for Level 2 chargers and will soon institute timed-release batching for new applications. Earlier applications get priority. Locking in your Program Agreement now also freezes your incentive rates, protecting you from any future reductions.
